committees of the NM Legislature. The LFC does not assume responsibility for the accuracy of these reports
if they are used for other purposes.

SUMMARY
Synopsis of Bill
House Joint Resolution 5 proposes to amend Article 4, Section 5 of the Constitution of New
Mexico to provide for annual, regular sixty-day legislative sessions.
The Constitutional amendment proposed shall be submitted to the people for their approval or
rejection at the next General Election or at any Special Election prior to that date that may be
called for that purpose.
FISCAL IMPLICATIONS
House Bill 1 (FY 2006) appropriates $4.3 million for the legislative session. House Bill 1 (FY
2005) appropriated $7.1 million for the last sixty-day session. The difference ($2.4 million) pro-
vides a minimal estimate of the cost of adding thirty days to the even-numbered year thirty-day
sessions. The difference is also a semi-annual cost to the General Fund.
There may be additional costs related to the interim sessions since committee meetings and other
activities may change in relation to the length of the sessions.
