Synopsis of Bill
House Memorial 10 requests that Congress be commended for making the nation's defense its
first priority in 2002, 2003, 2004 and 2005 and that the members of the New Mexico congres-
sional delegation be requested to continue this important tradition by passing and enacting the
defense appropriations bill before all other spending bills in 2006 and in future years.
FISCAL IMPLICATIONS
HM 10 contains no appropriation. Any costs associated with implementing the provisions of the
bill are minimal and can be absorbed within existing budgets.
SIGNIFICANT ISSUES
HM 10 cites the heroism of the nation’s military personnel, decries the misuse of the appropria-
tions bill to “load up” pork barrel spending and holding the defense bill as a political hostage to
other appropriations bills. In the wake of the terrorist attacks of 9-11, giving defense spending
the highest priority in the appropriations is appropriate.
