SUMMARY
Synopsis of Bill
Senate Bill 45 appropriates $247,000 from the General Fund to the Board of Regents of New
Mexico State University (NMSU) for expenditure in FY07 to assist kindergarten through grade
twelve (K-12) and university programs through the Science, Technology, Engineering and
Mathematics (STEM) Education Group .
FISCAL IMPLICATIONS
The $247,000 appropriation contained in this bill is a recurring expense to the general fund. Any
unexpended or unencumbered balance remaining at the end of FY07 shall revert to the general
fund. NMSU submits the budget for the proposed appropriation, and it is shown below.

In its analysis NMSU states that:
Funding will support 1) initial faculty research on effective programs related to student
achievement, 2) a part-time project coordinator to build collaboration and alignment be-
tween K-12 and university partners, and 3) funding for faculty release time to design a
distance education masters of teaching science program that will increase the number of
highly qualified science teachers in New Mexico especially in rural areas.
SIGNIFICANT ISSUES
STEM Education Group seeks to improve K-12 and university educational programs associated
with STEM fields. This is a campus-wide effort to focus NMSU resources on K-12 collabora-
tions, serving educational districts statewide. The funding would continue the providing of
courses to teachers so that they can meet the federally mandated requirements of No Child Left
Behind.
OTHER SUBSTANTIVE ISSUES
NMSU reports that:
Faculty, educators and community members associated with New Mexico State Univer-
sity (NMSU) are seeking funding for a center that will support their collaborative efforts
to improve student achievement and participation in the STEM fields. Our goal is to so-
lidify several successful initiatives for educational and workforce development in science
and technology in the borderlands.
This request was not in the list of priority projects submitted by NMSU to the New Mexico
Higher Education Department for review. Consequently, this request was not included in HED
funding recommendations for FY06
WHAT WILL BE THE CONSEQUENCES OF NOT ENACTING THIS BILL
The activities proposed in the bill will not be carried out.
