SUMMARY
Synopsis of Bill
Senate bill 170 appropriates $540,000 from the General fund to the Emergency Medical Services
(EMS) Fund for “expenditure in fiscal year 2007 and subsequent fiscal years: for the following:
1.
Volunteer departments for education, training, certification, and
licensing of volunteers ($160,000)
2. Education, training, certification, and licensing of EMT personnel
FISCAL IMPLICATIONS
The appropriation of $540,000 contained in this bill is a recurring expense to the General Fund.
Any unexpended or unencumbered balance remaining at the end of the fiscal year shall not revert
to the General Fund.

SIGNIFICANT ISSUES
DOH Analysis
DOH reports that there are approximately 450 EMS personnel in New Mexico, half volunteers.
Many EMS personnel pay for their own education and training that is often not available locally.
Lack of easy access to opportunities for education and training contributes to the ongoing EME
personnel shortage throughout the state.
NMML includes EMS training as a priority.
RELATIONSHIP
Senate Bill 12 requests an appropriation for an EMS educational program at Eastern New Mex-
ico University – Roswell (ENMU-R) leading to a Bachelor of Science Degree in EMS Manage-
ment.
