SUMMARY
Synopsis of Bill
Senate Bill 340 appropriate $25,000 from the General Fund to the PED for expenditure in FY
2007 for a restorative justice program at the Amy Biehl Charter High School in Albuquerque.
Any unexpended or unencumbered balance remaining at the end of FY 2007 shall revert to
the General Fund.

Amy Biehl High School is creating a partnership with Facing History and Ourselves, an interna-
tional organization that got its start creating curriculum for holocaust studies. It now has
branched into developing curriculum around restorative/transitional justice curriculum and bases

its work on research in South Africa, Bosnia, Northern Ireland and other places moving toward
democracy.
In FY 2006, the high school provided funding for staff development. Plans, in the next fiscal
year, are to develop New Mexico-based curriculum that can be disseminated to a wider audi-
ence. A likely topic will be Land Grants as well as others.
WHAT WILL BE THE CONSEQUENCES OF NOT ENACTING THIS BILL
The restorative justice program equips students with the knowledge and skills to identify root
causes of injustice, their responsibility for taking action, and the development agreements to
change behaviors and re-enter the school community.
