SUMMARY
Synopsis of Bill
Senate Bill 620 appropriates $25.0 from the general fund to Children, Youth and Families De-
partment for the fresh eyes photography program.
FISCAL IMPLICATIONS
The appropriation of $25.0 contained in this bill is a recurring expense to the general fund. Any
unexpended or unencumbered balance remaining at the end of fiscal year 2007 shall revert to the
general fund.
SIGNIFICANT ISSUES
The Fresh Eyes Photography Program provides juvenile justice clients at the John Paul Taylor
Center with a photography course that instructs them on the basics of photography, digital imag-
ing, and printing. Clients are taught proper use of photography equipment and are able to en-
hance their work through personal computers.

PERFORMANCE IMPLICATIONS
The 12-week course teaches the clients new skills and how to apply these skills towards getting a
job. Up to eight clients can be served per 12-week session or up to a total of 32 clients annually.
ADMINISTRATIVE IMPLICATIONS
CYFD will absorb any administrative costs associated with this appropriation.
CONFLICT, DUPLICATION, COMPANIONSHIP, RELATIONSHIP
House Bill 2 contains an additional $300.0 for vocational training in detention facilities.
OTHER SUBSTANTIVE ISSUES
The fresh eye program is located at the J. Paul Taylor (JPT) center in Las Cruces, NM. The ju-
veniles at JPT don’t have many opportunities for vocational training or skill building. JPT is a
half built facility which lacks the infrastructure for more substantial vocational training.
