SUMMARY
Synopsis of Bill
Senate Bill 665 appropriates $100.0 from the general fund to the Board of Regents of Eastern
New Mexico University (ENMU) for equipment conversion and the preservation and storage of
certain written and electronic records of historic significance that will be made a permanent part
of the university records and available to the public.
FISCAL IMPLICATIONS
The appropriation of $100,000 contained in this bill is a recurring expense to the general fund.
Any unexpended or unencumbered balance remaining at the end of fiscal year 2007 shall revert
to the general fund.

SIGNIFICANT ISSUES
This proposal was not submitted to the Higher Education Department through Research, Public
Service, and Special Program requests by ENMU. This request was not included in the Depart-
ment’s funding recommendation for fiscal year 2007.
According to the Higher Education Department, this bill provides funding to hire at least one
FTE, purchase equipment, storage, and preservation materials of the archived news career and
programs of the legendary “Capital Reports” commentator Ernie Mills. ENMU, with their
KENW station and equipment, will provide the source to record and archive these records as
permanent, and make them accessible to the public.
ADMINISTRATIVE IMPLICATIONS
According to the Higher Education Department, the project will be administered and managed by
ENMU radio and news station KENW.
TECHNICAL ISSUES
The Public Records Act (Chapter 14, Article 3 NMSA 1978) may affect the activity proposed by
this bill.
