SUMMARY
Synopsis of Bill
Senate Bill 719 appropriates $52 thousand from the general fund to DOH for the purpose of in-
creasing pharmacist salaries by 18 percent at the New Mexico Behavioral Health Institute at Las
Vegas (NMBHI).
FISCAL IMPLICATIONS
The appropriation of $52 thousand contained in this bill is a recurring expense to the general
fund. Any unexpended or unencumbered balance remaining at the end of FY07 shall revert to the
general fund.
SIGNIFICANT ISSUES
DOH indicates the Sate Personnel Office (SPO) did an analysis of pharmacist salaries in FY05.
The results of that analysis demonstrate the need to improve pharmacist salaries since DOH
pharmacist salaries are not competitive with the private sector.
RLD indicates NMBHI is unable to hire and retain pharmacists due to non-competitive salaries

offered by the state.
DOH further states, while there are 7 pharmacists at NMBHI that would qualify for this proposed
salary increase, an additional 7 pharmacists at other DOH locations would not qualify for the sal-
ary increase proposed in this bill. These pharmacists are located in the following locations:

New Mexico Veterans Home in Truth or Consequences: one (1)

New Mexico Rehabilitation Center in Roswell: one (1)
·
Fort Bayard Medical Center in Silver City: three (3)
·
Public Health Pharmacy in Santa Fe: two (2)
