Synopsis of Bill
The Senate Finance Committee Substitute for Senate Bill 763 appropriates $300,000 from the
general fund to the Higher Education Department for the Ben Lujan Leadership Institute at Luna
Community College.
FISCAL IMPLICATIONS
The appropriation of $300,000 contained in this bill is a recurring expense to the general fund.
Any unexpended or unencumbered balance remaining at the end of fiscal year 2007 shall revert
to the general fund.
SIGNIFICANT ISSUES
The Ben Lujan Leadership and Policy Institute was established at New Mexico Highlands Uni-
versity (NMHU) in 2005. Is it intended that the appropriation in this bill be made to NMHU or
is a similar initiative being proposed for LCC.
ADMINISTRATIVE IMPLICATIONS
The appropriation in this bill is made to HED, which would be administratively responsible for
transferring the funds to LCC. No significant impact is anticipated.
