A JOINT MEMORIAL

REQUESTING THE NEW MEXICO ACTIVITIES ASSOCIATION TO COMMUNICATE WITH ALL NEW MEXICO HIGH SCHOOL COACHES AND HIGH SCHOOL ACTIVITIES DIRECTORS TO EXPLAIN THEIR RESPONSIBILITIES TO NOTIFY AND COUNSEL STUDENT ATHLETES ABOUT THE MANDATORY REQUIREMENT FOR REGISTRATION WITH THE NATIONAL COLLEGIATE ATHLETIC ASSOCIATION CLEARINGHOUSE FOR PARTICIPATION IN ORGANIZED SPORTS IN DIVISION 1, 2 OR 3 COLLEGES AND UNIVERSITIES.

     WHEREAS, thousands of New Mexico high school athletes participate in organized sports throughout their respective high school careers; and

     WHEREAS, many high school seniors plan to continue their participation in organized sports in colleges and universities throughout the country; and

     WHEREAS, a mandatory prerequisite for any high school athlete to participate in national collegiate athletic association division 1, 2 or 3 is to register with the national collegiate athletic association clearinghouse prior to enrolling in the athlete’s freshman year at a college or university; and

     WHEREAS, it is the responsibility of high school coaches and athletic directors to notify and counsel student athletes regarding registration with the national collegiate athletic association clearinghouse; and

     WHEREAS, many high school student athletes in New Mexico report that they are not being notified or counseled regarding registration with the national collegiate athletic association clearinghouse; and

     WHEREAS, as a result, these student athletes are not being afforded an opportunity to participate in national collegiate athletic association sports;

     NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO that the New Mexico activities association be requested to communicate with all New Mexico high school coaches and high school athletic directors regarding their responsibilities to notify and counsel student athletes about the mandatory requirement for registration with the national collegiate athletic association clearinghouse in order to participate in organized sports in colleges and universities; and

     BE IT FURTHER RESOLVED that copies of this memorial be transmitted to the New Mexico activities association and the public education department.
