     1. On page 1, line 15, strike "; MAKING AN APPROPRIATION".

     2. On page 5, line 23, through page 6, line 4, strike Section 5 in its entirety.

     3. Renumber the succeeding section accordingly.,

and thence referred to the JUDICIARY COMMITTEE.
