    Your JUDICIARY COMMITTEE, to whom has been referred

     SENATE PUBLIC AFFAIRS COMMITTEE SUBSTITUTE FOR

SENATE BILL 23, as amended

has had it under consideration and reports same with recommendation that it DO PASS, amended as follows:

    1.  Strike all Senate Public Affairs Committee amendments.

    2. On page 4, line 10, after the comma strike the remainder of the line; strike lines 11 through 25 and on page 5, strike lines 1 through 6 and in lieu thereof insert "in accordance with rules promulgated by the secretary of health;".

    3. On page 5, between lines 13 and 14, insert the following new section:

    "Section 2. EFFECTIVE DATE.--The effective date of the provisions of this act is July 1, 2007.".
