    Your APPROPRIATIONS AND FINANCE COMMITTEE, to whom has been referred

HOUSE JUDICIARY COMMITTEE SUBSTITUTE FOR

HOUSE BILL 8

has had it under consideration and reports same with recommendation that it DO PASS, amended as follows:

    1. On page 2, line 10, before the semicolon insert ", nor does it include the administrative or solicitation expenses of a political committee that are paid by an organization that sponsors the committee".

    2. On page 2, between lines 20 and 21, insert a new subsection to read:

         "E. "legislative body" means the house of representatives or the senate;".

    3. Reletter the succeeding subsections accordingly.

    4. On page 5, line 1, strike "legislative body,".

    5. On page 5, line 10, after "executive" insert

", judicial".

    6. On page 5, line 21, before the semicolon insert "and one of whom is appointed with the advice and consent of the minority floor leader of the senate".

    7. On page 5, line 24, before the semicolon insert "and one of whom is appointed with the advice and consent of the minority floor leader of the house of representatives".

    8. On page 6, line 17, after "party" strike the remainder of the line, strike line 18 and insert in lieu thereof ", and no person whose party registration changed in the year prior to appointment shall be appointed to the commission.".

    9. On page 8, line 17, before the semicolon insert "or legislative body".

    10. On page 14, line 18, strike "any member" and insert in lieu thereof "the chair".

    11. On page 14, line 19, after "commission" insert ", upon approval of a majority of the members of the commission,".

    12. On page 15, line 20, before the period insert "or legislative body".

    13. On page 15, line 23, before "with" insert "or legislative body".

    14. On page 15, line 25, before "agrees" insert "or legislative body".

    15. On page 16, line 2, after "instituted" insert "to take action".

    16. On page 16, line 4, before the period insert "or legislative body".

    17. On page 17, line 19, before "A" insert the subsection designation "A.".

    18. On page 17, lines 22 and 25, strike the subsection designations "A." and "B." and insert in lieu thereof the paragraph designations "(1)" and "(2)", respectively.

    19. On page 18, between lines 2 and 3, insert the following subsection to read:

         "B. Nothing in the State Ethics Commission Act precludes civil actions or criminal sanctions for libel, slander or other civil or criminal claims against a person who files a false claim under that act.".
