AN ACT

MAKING AN APPROPRIATION FOR THE MIDDLE AND HIGH SCHOOL LITERACY INITIATIVE.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:

     Section 1. APPROPRIATION.--Three million dollars ($3,000,000) is appropriated from the general fund to the public school reading proficiency fund for expenditure in fiscal year 2009 and subsequent fiscal years for the middle and high school literacy initiative. This appropriation shall be used for grants to school districts and charter schools that meet eligibility requirements established by the public education department for scientifically based literacy programs to improve the reading and writing proficiency of students in grades six through twelve. No more than three percent of the total appropriation may be used for evaluation purposes. Any unexpended or unencumbered balance remaining at the end of a

fiscal year shall not revert to the general fund.
