SUMMARY
Synopsis of Bill
House Bill 107 appropriates $25 thousand from the general fund to the New Mexico State Fair
Commission transportation costs for transporting participants to programs or events at the
African American Performing Arts Center on the New Mexico State Fair grounds.
FISCAL IMPLICATIONS
The appropriation of $25 thousand contained in this bill is a recurring expense to the general
fund. Any unexpended or unencumbered balance remaining at the end of FY09 shall revert to the
general fund.
SIGNIFICANT ISSUES
The African American Performing Arts Center (AAPAC) is located on the New Mexico state fair
grounds; opening its doors to the public June 2007. The mission of the AAPAC is to utilize the
sciences and the humanities to research, preserve and nurture the intellectual and cultural
histories of African American in New Mexico and the Southwest.

The funds contained in this bill will be utilized to ransport children to the AAPAC for out of
school educational programs and events offered at the AAPAC. AAPAC offers after school
classes in math and science to mid-school students. Fine arts classes are offered to elementary
and mid-school students to further the appreciation and cultural understanding of art.
According to AAPAC participants of the programs are recruited from schools that are located in
and have been identified as “pockets of poverty" in the Albuquerque Public Schools.
Participants in the AAPAC programs are from social and economic disadvantaged sections of the
community and available transportation is a key incentive to consistent attendance.
ADMINISTRATIVE IMPLICATIONS
The funds appropriated in HB 107 will be budgeted and administered along with the general
fund appropriated for the operation of the AAPAC. The New Mexico State Fair Commission
(SFC) is an enterprise agency, thus generating revenue for operations. SFC does not receive
general fund money for their operations only for the operations of the AAPAC.
OTHER SUBSTANTIVE ISSUES
The African American Performing Arts Center & Exhibit Hall promotes scholastic, dramatic,
visual arts and technological programs and projects which advance the research, the preservation
and the nurturing of the intellectual and cultural histories of African Americas in New Mexico
and the Southwest.
