SUMMARY
Synopsis of Bill
House Bill 406, Making an Appropriation for Emergency Services Training and Professional
Development in Belen, appropriates $50.0 thousand from the general fund to DFA for
emergency services training in Belen.
FISCAL IMPLICATIONS
The appropriation of $50.0 thousand contained in this bill is a non-recurring expense to the
general fund. Any unexpended or unencumbered balance remaining at the end of FY09 shall
revert to the general fund.
SIGNIFICANT ISSUES
DOH notes that, Belen is a small city that is served by a career fire department, a private career
EMS service, and career law enforcement services. The closest hospital facilities are in
Albuquerque. Emergency medical service agencies, both private and public, have historically
been underfunded in regards to training and operational costs. It is unclear how the money will
be distributed to the various fire, law and health services.
