SUMMARY
Synopsis of Bill
House Bill 407 appropriates fifty thousand dollars ($50,000) from the General Fund to the
Department of Public Education for the purpose of training and development of teachers in
Belen.
FISCAL IMPLICATIONS
The appropriation of fifty thousand dollars ($50,000) contained in this bill is a recurring expense
to the general fund. Any unexpended or unencumbered balance remaining at the end of Fiscal
Year 2009 shall revert to the General Fund.
SIGNIFICANT ISSUES
PED states:
The Belen Public Schools receives funding through the State Equalization Guarantee (SEG) to
meet funding needs. The district has discretion through its SEG, with approval by the Public
Education Department (PED), to designate needed funding for professional development.

Further, the district is receiving $383,295 in Title II, Part A funding for FY 08 to support an
array of professional development initiatives. Funding through the federal government is quite
flexible. The district is using approximately $309,069 for class size reduction activities, which
funds additional FTE, and approximately $65.0 is being used to support grant administration.
Lastly, approximately $8,500 is used to provide support to a local private non-profit school.
HED has noted:
NMPED will require participating schools/teachers to submit a report to the Department no later
than June 30, 2008 that includes:
A listing of all professional development activities that were provided to teachers, school
administrators, and/or instructional support providers;
A summary of the professional development activities provided and by whom they were
provided; and
An evaluation component revealing the effectiveness of the activity relative to alignment
with the Professional Development Framework and any additional evaluation
components required by NMPED, and/or the participating schools.
ADMINISTRATIVE IMPLICATIONS
PED notes:
In alignment with the New Mexico Professional Development Framework (6.65.2.1 NMAC)
and the Legislative Education Study Committee’s Oct. 15, 2007 Staff Report on Professional
Development
, PED staff will ensure that the appropriated funds and the resulting services
and/or products align with the New Mexico Professional Development Framework (PDF).
