SUMMARY
Synopsis of Bill
House Bill 509, Making an Appropriation for a Mural Project Involving At-risk Youth in the
South Valley of Bernalillo County, appropriates $25.0 thousand from the general fund to DFA
for the purpose of a mural project in the South Valley
FISCAL IMPLICATIONS
The appropriation of $25.0 thousand contained in this bill is a non-recurring expense to the
general fund. Any unexpended or unencumbered balance remaining at the end of FY09 shall
revert to the general fund.
SIGNIFICANT ISSUES
DFA notes that Bernalillo County has an Anti-Graffiti Section that would administer the
program. The at-risk youth would be identified and recommended by the courts. The
participation of the at-risk youth to the program would be a part of community service. There
would also be promotion of the program through the Public Information Office.

The project will be put out to bid to contract for the mural project to contract for a mural project
involving at-risk youth painting culturally relevant murals depicting the history, traditions, and
customs of the south valley communities of Atrisco, Ranchos de Atrisco, Pajarito and Los
Padillas in Bernalillo County.
