SUMMARY
Synopsis of Bill

House Bill 550 requests an appropriation of one hundred fifty thousand dollars ($150,000) from
the general fund to the Board of Regents of Eastern New Mexico University for expenditure in
fiscal year 2009 to expand its athletic programs.
FISCAL IMPLICATIONS
The appropriation of one hundred fifty thousand dollars ($150,000) contained in this bill is a
recurring expense to the General Fund. Any unexpended or unencumbered balance remaining at
the end of fiscal year 2009 shall revert to the general fund.
A request was submitted by ENMU in the amount of $2,460,025 to NMHED for review, an
increase of $150,000 above FY08 funding. The Department’s funding recommendation for FY09
in Research & Public Service Projects (RPSP) is a continuance of FY08 recurring funding in the
amount of $1,927,100.

SIGNIFICANT ISSUES:
Eastern New Mexico University (ENMU) Athletics offers 13 sports programs and strives to
build a sense of community among students, staff, and the public. ENMU asserts that the
program significantly enhances the ability of student athletes to attend college. According to the
ENMU Research & Public Service Projects (RPSP) request, the expansion of $150,000 to the
base appropriation of FY08 will cover an increase in travel costs, field maintenance costs, and
athlete insurance and medical costs
