SUMMARY
Synopsis of Bill
House Bill 632, Making an Appropriation for a School Visits by Staff from the San Miguel
County Detention Center for the Purpose of Discussing Alcohol and Substance Abuse
Prevention, appropriates $25.0 thousand from the general fund to DFA for the purpose of
substance abuse programs.
FISCAL IMPLICATIONS
The appropriation of $25.0 thousand contained in this bill is a recurring expense to the general
fund. Any unexpended or unencumbered balance remaining at the end of FY09 shall revert to the
general fund.
SIGNIFICANT ISSUES
DOH notes that New Mexico has one of the highest drug-related death rates in the nation, with a
rate of some 17 deaths per 100,000 population for all types of illicit and prescription drugs. Nine
of the 10 leading causes of death in New Mexico are at least partially caused by the abuse of
alcohol, tobacco, or other drugs. San Miguel County has the third highest rate in the state of
alcohol-related chronic liver disease (New Mexico State Epidemiology Profile, Spring 2005).

Use of methamphetamine is on the increase in San Miguel County as well as other counties in
New Mexico. San Miguel County youth are above the state average for past 30-day marijuana
use (5

by county), drinking and driving (15

), and binge drinking (17

State Epidemiology Profile, Spring 2005).
San Miguel County currently has at least three programs that address substance abuse treatment
and prevention in their area. These programs are managed by the Somos Familias, Ayudantes
Community Coalition, and the DWI Council. HB 632 targets school age youth for alcohol and
substance abuse prevention. Youth leadership and development opportunities are an effective
way to prevent negative health and social outcomes among youth. (Preventing Problems,
Promoting Development, Encouraging Engagement, 2003).
HB 632 does not specify the specific schools, age or grade range of students, or specific type of
prevention programming to be implemented.
