if they are used for other purposes.

SUMMARY
Synopsis of Bill
House Memorial 51 requests the Attorney General investigate the terms of and process by which
the purchase and maintenance contracts were entered into with ES&S by the state, including a
full audit of all contributions by and expenses of ES&S in the state
SIGNIFICANT ISSUES
The Association of County Clerks notes that ES&S has stated it will no longer train voting
machine technicians, NMSA 1-2-5 requires the Secretary of State to conduct election seminars,
including but not limited to, training voting machine technicians and NMSA 1-2-1.1 requires the
Attorney General assist the Secretary of State to enforce the provision of the Election Code.
