SUMMARY
Synopsis of Bill
Senate Bill 91, Making an Appropriation for Services to Police Dispatchers Responding to Calls
relating to the Mentally Ill in Dona Ana County, appropriates $50 thousand from the general
fund to DFA for the purpose of providing services to police dispatchers responding to calls
relating to the mentally ill.
FISCAL IMPLICATIONS
The appropriation of $50 thousand contained in this bill is a non-recurring expense to the general
fund. Any unexpended or unencumbered balance remaining at the end of FY09 shall revert to the
general fund.
SIGNIFICANT ISSUES
DFA notes that SB 91 appropriates $50.0 thousand to provide services to police dispatchers
responding to calls relating to the mentally ill in Dona Ana County. The bill does not identify
what services will be provided to police dispatchers responding to calls relating to the mentally
ill.

Clarification may be needed as to whether the amount requested is for operational expenses
exclusively or if the amount will combine both capital and recurring operational needs and DFA
notes the appropriation may be better funded through the Human Services Department.
