SUMMARY
Synopsis of Bill
Senate Bill 194 makes an Appropriation for Women’s Health Services in Santa Fe, appropriates
$250 thousand from the general fund to the Department of Finance and Administration for the
purpose of providing women’s health services in Santa Fe.
FISCAL IMPLICATIONS
The appropriation of $250 thousand contained in this bill is a recurring expense to the general
fund. Any unexpended or unencumbered balance remaining at the end of FY09 shall revert to the
general fund.
SIGNIFICANT ISSUES
According to the Department of Health (DOH), the likely intended recipient of this proposed
appropriation is Women’s Health Services, Inc (WHS). WHS is a 501(c) (3) community service
agency that has been providing health services to residents in Santa Fe since 1973. WHS
provides primary medical care, behavioral health, and alternative health care services. It is the
only primary health care facility in Santa Fe that provides services specifically to women.

This appropriation would be in addition to any award from the DOH through the competitive
statewide Rural Primary Health Care Act (RPHCA) Request for Proposals (RFP) process.
Women’s Health Services is in the first year of a four year funding cycle, receiving $300
thousand in FY08, as a result of a competitive RFP. FY09 funding will be contingent upon
submission of an application for continuation and review of their performance under the current
contract.
WHS received a separate non-competitive special appropriation of $192 thousand in FY08, also
through DOH along with an additional, non-recurring appropriation of $100 thousand. In total,
WHS is receiving $592 thousand in FY08, from DOH. In addition, other non-competitive
special appropriations have occurred in the past through the Department of Finance and
Administration to WHS.

SB 184 relates to SB 131, which would appropriate $500 thousand to DOH to “provide
operational support and services at the women’s health services facility in Santa Fe."
