SUMMARY
Synopsis of Bill
Senate Bill 259 appropriates $165,000 from the general fund to the Board of Regents of Eastern
New Mexico University (ENMU) for expenditure in FY09 for the College of Education and
Technology to provide professional development for teachers.
FISCAL IMPLICATIONS
The appropriation of $165.0 contained in this bill is a recurring expense to the general fund. Any
unexpended or unencumbered balance remaining at the end of 2009 shall revert to the general
fund.
This request was not submitted by ENMU to the New Mexico Higher Education Department for
review and is not included in the Departments funding recommendation for FY09
SIGNIFICANT ISSUES
According to HED, the Program for Teach Professional Development (PTPD) is a project that

provides short, experiential, and onsite professional development in a traditional classroom
setting at elementary school sites in various communities in eastern New Mexico such as
Portales, Clovis and Roswell.
Professional development courses will include a comprehensive curriculum ranging from the
Reading First program, No Child Left Behind (NCLB) requirements, and core knowledge.
The ENMU College of Education and Technology has experience in designing and
implementing the module due to the success of the New Mexico Public Education Department
approved Onsite Teaching English to Speakers of Other Languages (TESOL) endorsement and
iSafe professional development programs.
According to PED,
Rural public school districts often have difficulty providing their staff with professional
development activities due to the geographic proximity of their districts and the locations of
the desired training.
Staff frequently is required to travel to a more urban location and may incur overnight
accommodations.
High-quality distance learning professional development activities can provide a more desirable
alternative for rural public school districts
ADMINISTRATIVE IMPLICATIONS
As stated by PED, SB 259 is in alignment with the New Mexico Professional Development
Framework (6.65.2.1 NMAC) and the Legislative Education Study Committee’s Oct. 15, 2007,

, PED staff will ensure that the appropriated funds and
the resulting services and/or products align with the New Mexico Professional Development
Framework (PDF).
PED-level program evaluation is made available to the Legislative Education Study Committee
and the Legislative Finance Committee no later December 15, 2008.
CONFLICT, DUPLICATION, COMPANIONSHIP, RELATIONSHIP
As stated by HED, HB59 appropriates $165,000 from the General Fund to the Board of Regents
of Eastern New Mexico University (ENMU) for expenditure in FY09 for the College of
Education and Technology to provide professional development for teachers.
OTHER SUBSTANTIVE ISSUES
As stated by HED, this program would provide K-12 teachers in eastern New
Mexico professional development opportunities. The success of the current courses reflects the
high demand for professional development to be taught in communities throughout the eastern
portion of the state.
According to ENMUs President, many teachers are seeking professional development in areas
that will have an immediate impact on classroom practice and student achievement.
