SUMMARY
Synopsis of Bill
Senate Bill 447 appropriates $50 thousand from the general fund to Cultural Affairs department
for a flamenco festival in Albuquerque.
FISCAL IMPLICATIONS
The appropriation of $50 thousand contained in Senate Bill 447 is a recurring expense to the
general fund. Any unexpended or unencumbered balance remaining at the end of FY09 shall
revert to the general fund.
SIGNIFICANT ISSUES
According to the department, there is an annual flamenco festival in Albuquerque sponsored by
the National Institute of Flamenco held consecutively. The festival was originally sponsored
through the University of New Mexico but in recent years it has been the National Institute of
Flamenco that conducts it. The Institute is a non-profit organization dedicated to the
preservation and teaching of flamenco dance.
The New Mexico Arts program of the department awards money to the Institute for this festival

as well as for general operating expenses through the program’s competitive grants awards.
They were awarded $5,559 for FY06 and $6,128 for FY07. New Mexico Arts is also currently
funding master classes by two of the Institute’s instructors through its Folk Arts Apprenticeship
Program of an additional $4,000.
ADMINISTRATIVE IMPLICATIONS
If enacted, the department would need to submit a RFP call for flamenco festival production.
