committees of the NM Legislature. The LFC does not assume responsibility for the accuracy of these reports
if they are used for other purposes.
Current FIRs (in HTML & Adobe PDF formats) are a vailable on the NM Legislative Website (legis.state.nm.us).
Adobe PDF versions include all attachments, whereas HTML versions may not. Previously issued FIRs and
attachments may be obtained from the LFC in Suite 101 of the State Capitol Building North.

Synopsis of Bill
Senate Resolution 1 seeks to amend Senate rules governing when pre-filed legislation is to be
heard (Senate Rule 9-11), legislation reporting (9-12), co-sponsorship of legislation (11-9-1),
maximum number of bills and memorials any one member could introduce (11-9-3), time limits
for memorial introduction (11-9-4), and admittance onto the Senate floor (23-2).
Senate Resolution 1 seeks to:

Adopt a new Senate Rule, 9-11, to require that pre-filed legislation is to be heard before
all other legislation.
•
Adopt a new Senate Rule, 9-12, to prohibit committees from reporting legislation
“without recommendation".
•
Amend Senate Rule 11-9-1 to allow for co-sponsorship of legislation through written
notice in open session.
•
Adopt a new Senate Rule, 11-9-3, to allow for a maximum introduction of five bills and
two memorials by one member in an even-numbered year, and ten bills and two
memorials by one member in an odd-numbered year. 11-9-3 does not apply to pre-filed
legislation or legislation endorsed by a legislative interim committee.
•
Adopt a new Senate Rule, 11-9-4, to limit the introduction time for memorials to the first
twenty-two days of a session convened in an even-numbered year, and the first thirty-two
days of a session convened in an odd- numbered year.
•
Amend Senate Rule 23-2 to allow for minor and functionally inconsequential grammar
changes in sub-sections (a) and (b). Sub-section (c) however, adds language which
allows admittance to the floor for specially invited guest performers, during the first
fourteen days of the session.
•
Amend Senate Rule 23-5 to allow for, and set provisions on, names of guests and
organizations to be posted in the Senate chamber.
