A RESOLUTION

ADOPTING A HOUSE RULE TO PROHIBIT THE INTRODUCTION OF MEMORIALS AND RESOLUTIONS EXCEPT FOR CERTAIN PURPOSES.

 

     WHEREAS, the house of representatives may adopt rules by a majority vote of the members of the house upon the recommendation of the rules and order of business committee and at all times by a two-thirds' vote of all members of the house;

     NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE STATE OF NEW MEXICO that a new House Rule 11-13-1 be adopted to read:

"11-13-1  A memorial shall not be introduced at any session of the legislature except for a memorial that is used for an official expression of condolence, acknowledgment or achievement for persons who hold or previously held an office created by the constitution of New Mexico or the United States constitution and who made extraordinary contributions to the state of New Mexico."; and

     BE IT FURTHER RESOLVED that a new House Rule 11-13-2 be adopted to read:

"11-13-2  A resolution shall not be introduced at any session of the legislature except for the following purposes:

(1) proposing amendments to the constitution of New Mexico;

(2) ratifying amendments to the constitution of the United States;

                (3) petitioning the congress of the United           States pursuant to congressional rules;

(4) expressing the approval of the legislature where legislative approval is required by statute or the constitution of New Mexico; and

(5) adopting, amending or repealing rules of the house or joint rules."; and

     BE IT FURTHER RESOLVED that the amendments to the house rules proposed by this resolution take effect immediately prior to adjournment of the second session of the forty-eighth legislature.
