A RESOLUTION

AMENDING THE SENATE RULES TO REQUIRE THAT LEGISLATION BE HEARD IN COMMITTEE IN THE ORDER IN WHICH IT IS REFERRED.

 

     WHEREAS, the rules of the senate may be amended by a two-thirds' vote of all the members of the senate or by a majority vote of the members of the senate upon the recommendation of the rules committee;

     NOW, THEREFORE, BE IT RESOLVED BY THE SENATE OF THE STATE OF NEW MEXICO that the senate rules be amended by the addition of a new Senate Rule 9-11 to read:

"9-11           Committee chairs shall schedule each senate bill, resolution or memorial for a hearing in the order in which it is referred to the committee unless the sponsor agrees to a postponement or the schedule of the committee suggests that legislation governing the same or similar subject matter should be heard together, in which case the chair shall schedule the legislation for hearing in that manner. The prime sponsor of a senate bill, resolution or memorial may demand in writing that the legislation be heard for the first time prior to a hearing on legislation referred to the committee on a later date, and the committee shall hear the legislation if such demand is made. The provisions of this rule providing for the scheduling of similar legislation shall not preempt such demand.".
