Mr. President:

    Your JUDICIARY COMMITTEE, to whom has been referred

HOUSE VOTERS AND ELECTIONS COMMITTEE SUBSTITUTE FOR HOUSE JOINT RESOLUTION 11, as amended

has had it under consideration and reports same with recommendation that it DO PASS, amended as follows:

    1. Strike all house judiciary committee amendments.

    2. On page 2, lines 3 and 4, strike "educational and professional".

    3. On page 2, line 5, after the period, insert "The increased

qualifications provided by this 2012 amendment shall apply to

public regulation commissioners elected at the general election

in 2014 and subsequent elections and to commissioners appointed

to fill a vacancy at any time after July 1, 2013.".
