has had them under consideration and reports same with recommendation that they DO NOT PASS, but that

HOUSE TAXATION AND REVENUE COMMITTEE SUBSTITUTE

 FOR HOUSE BILLS 371 & 355

DO PASS, amended as follows:

     1. On page 32, between lines 19 and 20, insert the following new sections:

     "SECTION 10. APPLICABILITY.--The provisions of Sections 1 through 8 of this act do not apply to an application for formation of a public improvement district submitted to a governing body prior to January 1, 2014. 

     SECTION 11. EFFECTIVE DATE.--The effective date of the provisions of this act is January 1, 2014.".,

and thence referred to the JUDICIARY COMMITTEE.
