SENATE BILL 359

has had it under consideration and reports same with recommendation that it DO PASS, amended as follows:

     1. On page 1, line 12, strike "LICENSED SCHOOL EMPLOYEES" and insert in lieu thereof "TEACHERS, SCHOOL COUNSELORS, PRINCIPALS AND HEAD ADMINISTRATORS".

     2. On page 1, line 20, remove the brackets and line-through.

     3. On page 1, line 20, before "PROGRAM", insert "--CERTIFIED SCHOOL COUNSELORS--CERTIFIED PRINCIPALS AND HEAD ADMINISTRATORS--".

     4. On page 1, line 20, before "The", insert the subsection designation "A.".

     5. On page 1, line 21, remove the brackets and line-through.

     6. On page 1, line 21, strike "licensed school employees".

     7. On page 1, line 22, after "certified", insert "pursuant to criteria for teachers".

     8. On page 1, line 24, remove the brackets and line-through.

     9. On page 1, line 24, strike "licensed school employees".

     10. On page 1, line 25, after "standards", insert "and".

     11. On page 2, line 3, strike "these" and insert in lieu thereof "the program".

     17. On page 2, between lines 9 and 10, insert:

          "B. The number of program units for school counselors certified pursuant to criteria for school counselors by the national board for professional teaching standards is determined by multiplying by one and one-half the number of school counselors certified by the national board for professional teaching standards and employed by the school district or charter school on or before the first reporting date of the school year and verified by the department. Department approval of the program units provided for in this subsection shall be contingent on verification by the school district or charter school that the school counselors certified pursuant to criteria for school counselors by the national board for professional teaching standards are receiving a one-time salary differential equal to or greater than the amount generated by the units multiplied by the program unit value during the fiscal year in which the school district or charter school will receive the program units.

          C. The number of program units for principals and head administrators certified pursuant to criteria for principals or educational leaders by the national board for professional teaching standards is determined by multiplying by one and one-half the number of principals and head administrators certified by the national board for professional teaching standards and employed by the school district or charter school on or before the first reporting date of the school year and verified by the department. Department approval of the program units provided for in this subsection shall be contingent on verification by the school district or charter school that the principals and head administrators certified pursuant to criteria for principals and head administrators by the national board for professional teaching standards are receiving a one-time salary differential equal to or greater than the amount generated by the units multiplied by the program unit value during the fiscal year in which the school district or charter school will receive the program units."".,

and thence referred to the APPROPRIATIONS AND FINANCE COMMITTEE.
