    Your PUBLIC AFFAIRS COMMITTEE, to whom has been referred

SENATE PUBLIC AFFAIRS COMMITTEE SUBSTITUTE FOR

SENATE BILL 603

has had it under consideration and reports same with recommendation that it DO PASS, amended as follows:

    1. On page 1, line 13, before the period, insert "; LIMITING THE NUMBER OF SMALL GROCER'S LICENSES".

    2. On page 2, line 2, after the period, insert ""Small grocer" does not include an establishment that pays a tax pursuant to the Gasoline Tax Act or the Special Fuels Supplier Tax Act.".

    3. On page 3, line 2, strike "11:00" and insert in lieu thereof "9:00".

    4. On page 3, line 7, strike "11:00" and insert in lieu thereof "9:00". 

    5. On page 3, line 14, strike "and".

    6. On page 3, line 18, strike the period and insert in lieu thereof "; and" and between lines 18 and 19, insert a new paragraph to read:

             "(10) no more than five small grocer's licenses shall be issued per calendar year in the state. The director shall promulgate a rule for allotting small grocer's licenses so that during a specified application period annually, all persons desiring to apply for and be issued a small grocer's license shall have an equal opportunity to make that application and be issued a license.".,

and thence referred to the CORPORATIONS AND TRANSPORTATION COMMITTEE.
