    Your JUDICIARY COMMITTEE, to whom has been referred

 

HOUSE MEMORIAL 47

 

has had it under consideration and reports same with recommendation that it DO PASS, amended as follows:

 

1. On page 3, strike lines 1 through 8 in their entirety and

insert in lieu thereof:

 

     "NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE STATE OF NEW MEXICO that the legislative finance committee undertake an evaluation of the effectiveness of the 24/7 sobriety and drug monitoring program and report its findings to the courts, corrections and justice committee in the 2014 interim period. The evaluation should include examining the stated goals of the program, such as whether twice-a-day testing is occurring and whether the sanctions imposed are swift and certain; and".
