has had it under consideration and reports same with recommendation that it DO PASS, amended as follows:

     1. On page 1, line 12, before the period, insert "; DECLARING AN EMERGENCY".

     2. On page 1, line 20, after "person", insert ", without limitation,".

     3. On page 1, line 25, strike "who has".

     4. On page 2, line 1, strike "information that is not privileged as a matter of law and".

     5. On page 4, lines 6 and 7, strike Section 2 in its entirety and insert in lieu thereof the following new section: 

     "SECTION 2. EMERGENCY.--It is necessary for the public peace, health and safety that this act take effect immediately.".
