    2. On page 2, line 24, after the semicolon, insert "and".

    3. On page 3, between lines 2 and 3, insert the following new paragraph:

             "(5) two public members with expertise in the area of substitute care, whom the governor shall appoint.".

    4. On page 3, strike lines 3 and 4 in their entirety.

    5. On page 3, line 12, after "court", insert "and the governor".

    6. On page 3, line 17, strike "Paragraph" and insert in lieu thereof "Paragraphs", and after "(4)", insert "and (5)".

    7. On page 3, line 22, strike "chief justice of the supreme court" and insert in lieu thereof "original appointing authority".
