has had it under consideration and reports same with recommendation that it DO PASS, amended as follows:

     1. On page 1, line 12, after "FOLLOW", insert "OR EXCEED STANDARDS IN".

     2. On page 2, line 2, strike "the" and after "guidelines", insert "that meet or exceed the standards".

     3. On page 4, line 12, strike "the" and on line 13, after "guidelines", insert "that meet or exceed the standards".
