has had it under consideration and reports same with recommendation that it DO PASS, amended as follows:

    1. On page 1, line 13, strike "REQUIRING" and insert in lieu thereof "PROHIBITING" and strike "TO PROVIDE" and insert in lieu thereof "FROM ESTABLISHING CERTAIN CONDITIONS PRECEDENT TO PROVIDING".

    2. On page 2, line 13, strike the colon.

    3. On page 2, lines 14 through 16, strike Paragraph (1) in its entirety.

    4. On page 2, line 17, strike the paragraph designation "(2)".
