FIFTY-THIRD LEGISLATURE

Mr. Speaker:

    Your CONFERENCE COMMITTEE, to whom has been referred

     SENATE FINANCE COMMITTEE SUBSTITUTE FOR

SENATE BILL 114, as amended

has had it under consideration and reports same with the following recommendation:

    1. House Appropriations and Finance Committee Amendments Nos. 1 through 4 be APPROVED.

    2. House Appropriations and Finance Committee Amendment No. 5 be DISAPPROVED.

    3. Item 2 of House Floor Amendment No. 1 be APPROVED.

    4. Items 1 and 3 through 5 of House Floor Amendment No. 1 be DISAPPROVED, and that the bill be amended further as follows:

    5. On page 3, line 13, after "2017", insert:

"and whose audited fiscal year 2016 operational fund cash balance is greater than three percent of its fiscal year 2016 program cost".

    6. On page 3, line 14, after "following", insert:

"calculation or, if, using that result, the applied credit would leave the school district's or charter school's audited fiscal year 2016 operational fund cash balance below three percent of its fiscal year 2016 program cost, then equal to the portion of that result that will leave the school district's or charter school's audited fiscal year 2016 operational fund cash balance at three percent of its fiscal year 2016 program cost".

    7. On page 3, line 25, after "2017", insert:

"and whose audited fiscal year 2016 operational fund cash balance is greater than three percent of its fiscal year 2016 program cost".
