    Your CONSERVATION COMMITTEE, to whom has been referred

SENATE BILL 215

has had it under consideration and reports same with recommendation that it DO PASS, amended as follows:

    1. On page 4, line 12, strike "8" and insert in lieu thereof "9".

    2. On page 4, lines 13 and 14, strike Subsection E in its entirety.

    3. Reletter the succeeding subsections accordingly.

    4. On page 8, line 23, after "improvements", strike the remainder of the line and strike line 24 through the comma.

    5. On page 9, line 18, after "costs", insert:

    ", which contract shall include a provision allowing owners of residential property to cancel any contract pursuant to the Renewable Energy Financing District Act at any time prior to midnight of the third business day following contract execution, prohibiting vendors or installers of improvements from accepting incentive payments from lenders and providing disclosures to owners of all material aspects of the financing and costs and possible impairments to the marketability of a property that is burdened by an assessment pursuant to that act".

    6. On page 10, line 2, after "less", insert ", for energy improvements that are not electric generation or storage systems,".

    7. On page 10, line 21, after the first comma, insert:

    "which may include improvements that are incidental to installation of the energy or water conservation improvement, so long as the costs attributable to such incidental improvements do not exceed twenty percent of the total amount financed. The amount financed may also include".

    8. On page 11, line 5, strike "the" and insert in lieu thereof "a".

    9. On page 12, strike line 20 through the comma.

    10. On pages 17 and 18, strike Section 10 in its entirety.

    11. Renumber the succeeding section accordingly.,

and thence referred to the CORPORATIONS AND TRANSPORTATION COMMITTEE.
