A MEMORIAL

REQUESTING THE GAMING CONTROL BOARD TO CONVENE A TASK FORCE TO STUDY WAYS AND DEVELOP PROPOSED LEGISLATION TO PERMIT COMMUNITY ORGANIZATIONS TO OFFER LIMITED GAMING SOLELY TO RAISE FUNDS FOR COMMUNITY SOCIAL SERVICE PURPOSES.

     WHEREAS, communities across the state are increasing informal support for community social service organizations; and

     WHEREAS, fundraising for community social service organizations is a continuing challenge; and

     WHEREAS, there is widespread interest in sponsoring fundraising "casino nights", but existing laws regulating gaming and games of chance apparently do not currently permit fundraising "casino nights", even if participants cannot win money playing the games;

     NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE STATE OF NEW MEXICO that the gaming control board be requested to convene a task force to study ways to permit community organizations to offer limited gaming solely to raise funds for community social service purposes; and

     BE IT FURTHER RESOLVED that the task force be composed of representatives of the gaming control board, the special investigations unit of the New Mexico state police and the attorney general's office and at least two interested members of the public and nonprofit community organizations; and

     BE IT FURTHER RESOLVED that the task force be requested to develop proposed legislation that would allow gaming solely for nonprofit fundraising to support community social services and to provide a written report of its findings and recommendations no later than December 1, 2017 to the interim legislative committee that studies economic and rural development; and

     BE IT FURTHER RESOLVED that a copy of the written report of findings and recommendations be filed with the legislative council service library;

     BE IT FURTHER RESOLVED that copies of this memorial be transmitted to the gaming control board, the New Mexico state police and the attorney general's office.
