A MEMORIAL

REQUESTING THE APPROPRIATE LEGISLATIVE INTERIM COMMITTEE TO STUDY CHANGING NEW MEXICO LAW TO ALLOW FOR PRIVATE CONSTRUCTION INDUSTRY INSPECTORS IN ADDITION TO INSPECTORS PROVIDED BY THE STATE AND LOCAL GOVERNMENTS.

 

     WHEREAS, construction industry inspectors provided by the state and local governments to inspect and ensure contractor and homeowner compliance with construction industry laws, codes and standards are hard-pressed to meet the demand for those services in New Mexico; and

     WHEREAS, certain smaller municipalities and rural areas of the state do not have local, available government inspectors but must rely on inspectors traveling from other areas of the state; and

     WHEREAS, delays in scheduling inspectors can cause construction delays and increase costs for contractors, businesses and homeowners; and

     WHEREAS, contractors and homeowners would prefer to receive inspection services at times that meet their scheduling needs rather than waiting for government inspection services, and the availability of private inspectors that would meet those needs; and

     WHEREAS, the provision of private construction industry inspectors licensed under the Construction Industry Licensing Act and working in addition to government-provided inspectors would ease the burden on government inspectors, would provide for more and faster inspection services — including in small municipalities and rural areas — and would create job opportunities;

     NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE STATE OF NEW MEXICO that the economic and rural development committee or other appropriate interim legislative committee study and provide recommendations regarding the provision of private construction industry inspectors in addition to government-provided inspectors and that the committee make such study a top priority of its interim work; and

     BE IT FURTHER RESOLVED that copies of this memorial be transmitted to the superintendent of regulation and licensing, the director of the construction industries division and the legislative council service.
