A JOINT MEMORIAL

REQUESTING THE LEGISLATIVE COUNCIL SERVICE TO COORDINATE A REVIEW OF THE STATE'S LAWS AND RECOMMEND TECHNICAL CHANGES.

 

     WHEREAS, the laws of New Mexico should be easily understood by the people who must abide by and administer them; and;

     WHEREAS, many of New Mexico's laws contain antiquated, confusing or invalid language or provisions, which can lead to the inadvertent misapplication of the law, frustration by those who are trying to follow or execute the law and a loss of confidence by the people in their government's relevance and ability to manage its affairs; and

     WHEREAS, the legislative council service is qualified to coordinate review of New Mexico's laws by its staff, other state agencies familiar with the statutes as a whole, as well as specific codes and acts, and other public and private entities;

     NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO that the legislative council service be requested to coordinate a review of the state's laws and recommend technical changes over time to the appropriate interim committees of the legislature; and

     BE IT FURTHER RESOLVED that a copy of this memorial be transmitted to the director of the legislative council service.
