    Your PUBLIC AFFAIRS COMMITTEE, to whom has been referred

SENATE BILL 51

has had it under consideration and reports same with recommendation that it DO PASS, amended as follows:

    1. On page 3, line 18, after "and", strike "one-half" and insert in lieu thereof "nine-tenths".

    2. On page 7, line 6, strike "a" and insert in lieu thereof "an annual".

    3. On page 7, lines 16 and 17, strike "five hundred thousand dollars ($500,000)" and insert in lieu thereof "three million dollars ($3,000,000)".

    4. On page 7, lines 18 through 21, strike Subsection C in its entirety and insert in lieu thereof a new subsection to read:

         "C. The fee collected pursuant to Subsection A of this section shall be distributed as follows:

             (1) ninety-five percent of the fee to the state treasurer to be credited to the statewide spay and neuter subaccount of the animal care and facility fund; and

             (2) five percent of the fee to the board of regents of New Mexico state university for the New Mexico department of agriculture to administer the New Mexico Commercial Feed Act."".,

and thence referred to the FINANCE COMMITTEE.
