Mr. Speaker:

    Your CONFERENCE COMMITTEE, to whom has been referred

HOUSE JUDICIARY COMMITTEE SUBSTITUTE FOR HOUSE

ENERGY, ENVIRONMENT AND NATURAL RESOURCES COMMITTEE SUBSTITUTE FOR HOUSE BILL 546, as amended

has had it under consideration and reports same with the following recommendation:

    1. The following senate judiciary committee amendments be APPROVED:

         Nos. 2, 3, 4, 5, 6 and 9.

    2. The following senate judiciary committee amendments be DISAPPROVED:

         Nos. 1, 7 and 8.

    3. All items of Senate Floor Amendment number 1 be APPROVED.

and that the bill be amended further as follows:

    4. On page 1, line 19, after "CHANGES", insert "; AMENDING THE OIL AND GAS ACT REGARDING VIOLATIONS; PROVIDING FOR PENALTIES; REQUIRING ANNUAL REPORTS; AMENDING AND ENACTING SECTIONS OF THE NMSA 1978".

    5. On page 26, lines 6 and 7, strike Section 11 in its entirety and insert in lieu thereof the following new section:

    "SECTION 13. EFFECTIVE DATE.--

         A. The effective date of the provisions of Sections 1 through 6, 8, 10 and 11 of this act is July 1, 2019.

         B. The effective date of the provisions of Sections 7 and 9 of this act is January 1, 2020.".
