Mr. President:
Your FINANCE COMMITTEE, to whom has been referred
SENATE BILL 118, as amended
has had it under consideration and reports same with recommendation that it DO PASS, amended as follows:
1. Strike Senate Corporations and Transportation Committee Amendments 1, 2 and 6.
2. On page 3, line 12, before the semicolon, insert "and
grants or subsidies to cultural facilities".
3. On page 3, line 14, strike "; and" and insert in lieu
thereof "or a publicly owned cultural facility".
4. On page 4, line 5, strike "new," and insert in lieu thereof "extensions" and strike the second comma.
5. On page 4, strike line 6 in its entirety and strike line 7 up to "infrastructure" and after "infrastructure", insert ", excluding buildings,".
6. On page 4, line 8, strike "property" and insert in lieu thereof "land not obtained through the issuance of industrial revenue bonds pursuant to the Industrial Revenue Bond Act or the County Industrial Revenue Bond Act".
7. On page 4, line 13, after the semicolon, insert "provided that the project shall not include a participating qualifying entity; and" and after "provided", insert "further".
8. On page 4, line 23, after "project", insert "in which a qualifying entity participates".
9. On page 4, after line 25, insert the following new subsection:
"C. If the department participates in an economic development project that does not include a qualifying entity, the department shall not enter into a project participation agreement pursuant to this section, but shall enter into an intergovernmental agreement with the participating local or regional government.".
10. Reletter the succeeding subsections accordingly.
11. On page 8, line 11, after "means", insert "the provision of public support or assistance by the state to a local or regional government or".
12. On page 12, line 12, remove the brackets and line through "and".
13. On page 12, line 13, after "business", strike the remainder of the line, strike lines 14 through 16 in their entirety and strike line 17 up to the semicolon.
