AN ACT

RELATING TO CAPITAL OUTLAY; MAKING APPROPRIATIONS TO THE DEPARTMENT OF TRANSPORTATION FOR CAPITAL IMPROVEMENTS TO LOCAL STREETS AND ROADS AND FOR OTHER HIGHWAY AND TRANSPORTATION PROJECTS.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:

     SECTION 1. HIGHWAY AND TRANSPORTATION PROJECTS.--Unless otherwise provided in specific sections or subsections of this act, the appropriations in this act are from the general fund to the department of transportation for expenditure in fiscal years 2020 through 2022. Unless otherwise provided, any unexpended or unencumbered balance remaining of any appropriation in this act shall revert to the general fund after completion of the project or at the end of fiscal year 2022, whichever occurs first.

     SECTION 2. BERNALILLO COUNTY ROAD PROJECTS--APPROPRIATIONS.--Pursuant to Section 1 of this act, the following amounts are appropriated for the following purposes in Bernalillo county:

          A. three hundred thousand dollars ($300,000) to plan, design, construct and install median and rights-of-way landscaping along Alameda boulevard in Albuquerque;

          B. five hundred ninety-five thousand dollars ($595,000) for road maintenance and lighting projects in the South Valley in Albuquerque;

          C. four hundred sixty thousand dollars ($460,000) to repair, restore and maintain Eubank, Academy and Juan Tabo boulevards in Albuquerque;

          D. one hundred forty-eight thousand seven hundred fifty dollars ($148,750) to construct, maintain and enhance safety of bike paths throughout senate district 16 in Albuquerque;

          E. one hundred forty-eight thousand seven hundred fifty dollars ($148,750) to construct, maintain and enhance crosswalks at public schools throughout senate district 16 in Albuquerque;

          F. one hundred forty-eight thousand seven hundred fifty dollars ($148,750) to study, design, develop, construct, renovate, modernize, sign, enhance, landscape and otherwise improve and acquire property and equipment for streets, roads, medians, trails, bikeways, walkways, sidewalks and railroad crossings in senate district 16 in Albuquerque;

          G. four hundred ninety-five thousand dollars ($495,000) for expenditure in fiscal years 2020 and 2021 to restore, repair and maintain Tramway trailheads in Albuquerque;

          H. one hundred fifty thousand dollars ($150,000) for median landscaping, pedestrian trails and bicycle routes on Broadway boulevard from Martin Luther King, Jr. avenue to Lomas boulevard in Albuquerque;

          I. one hundred forty-eight thousand seven hundred fifty dollars ($148,750) to plan, design and construct safety enhancements for pedestrians and cyclists, including sidewalks, bikeways, striping and other safety features, on Lead and Coal avenues from Washington street to Yale boulevard in Albuquerque;

          J. one hundred thirty-five thousand dollars ($135,000) to plan, design, construct and install curb and gutter, streets, sidewalks, walking paths, lighting and landscaping in and around Los Altos park in Albuquerque;

          K. one million three hundred forty-two thousand five hundred dollars ($1,342,500) to plan, design, acquire rights of way, construct and otherwise improve Paseo del Norte from Calle Nortena to Rainbow boulevard in Albuquerque;

          L. five hundred ninety-five thousand dollars ($595,000) to complete safety redesign and construct the intersection of Senator Dennis Chavez boulevard SW and Condershine drive SW in Albuquerque;

          M. one hundred fifty thousand dollars ($150,000) to plan, design, demolish, construct and install sidewalks and lighting and make other street improvements in the Wells Park neighborhood of Albuquerque;

          N. one hundred fifty thousand dollars ($150,000) to purchase and install streetscape furnishings, including bus shelters, bicycle racks, signage, trail markers and median art, on Bridge boulevard from Barelas bridge to Coors boulevard in Albuquerque;

          O. one hundred thousand dollars ($100,000) for expenditure in fiscal years 2020 and 2021 to eliminate all bus fares for youths up through high school in Albuquerque;

          P. five hundred ninety-five thousand dollars ($595,000) to acquire rights of way and upgrade deficient infrastructure, including replacing the storm drain at the intersection of Barstow street and Alameda boulevard and along Barstow street between Alameda boulevard and the La Cueva channel; address federal Americans with Disabilities Act of 1990 non-compliant sidewalks and multi-use trail; remove and replace curb and gutter; make pavement and median improvements; and improve intersection turn lanes, in Albuquerque;

          Q. five hundred ninety-five thousand dollars ($595,000) to plan, design, acquire rights of way, construct and improve the interstate 40 and 118th street interchange in Albuquerque;

          R. one hundred fifty thousand dollars ($150,000) to install and upgrade street lighting in the international district in Albuquerque city council district 6;

          S. three hundred forty-five thousand dollars ($345,000) to plan, design, renovate, construct and improve sidewalks and roadways to be compliant with the federal Americans with Disabilities Act of 1990 and to address trails, bikeways, walkways, railroad crossings and bridges in Albuquerque city council district 6;

          T. two hundred forty-five thousand dollars ($245,000) to repair the access road for New Mexico international school and create curb cuts from Chama street to the parking lot in Albuquerque;

          U. one hundred forty-five thousand dollars ($145,000) to install school crosswalks at various locations in senate district 12 in Albuquerque;

          V. two hundred ninety-five thousand dollars ($295,000) to plan, design and rehabilitate roads and streets in senate district 13 in the North Valley in Albuquerque;

          W. five hundred forty-seven thousand five hundred dollars ($547,500) to plan, design, acquire rights of way and construct improvements to address settling and structural issues with the University boulevard bridge over the Tijeras arroyo in Albuquerque; and

          X. three hundred forty-five thousand dollars ($345,000) to plan, design, construct and purchase rights of way for renovation and repair of 4th street from Pueblo Solano road to the village boundary north of Ortega road in Los Ranchos de Albuquerque.

     SECTION 3. CATRON COUNTY ROAD PROJECT--APPROPRIATION.--Pursuant to Section 1 of this act, one hundred forty-five thousand dollars ($145,000) is appropriated for expenditure in fiscal years 2020 and 2021 to purchase a road grader for Catron county.

     SECTION 4. CHAVES COUNTY ROAD PROJECTS--APPROPRIATIONS.--Pursuant to Section 1 of this act, the following amounts are appropriated for the following purposes in Chaves county:

          A. five hundred ninety-five thousand dollars ($595,000) to design, demolish and construct the bridge 6091 replacement project and a portion of north Garden avenue from Cherry street north for one thousand five hundred feet in Roswell; and

          B. one hundred thousand dollars ($100,000) for expenditure in fiscal years 2020 and 2021 to purchase police vehicles for the Roswell police department.

     SECTION 5. CIBOLA COUNTY ROAD PROJECTS--APPROPRIATIONS.--Pursuant to Section 1 of this act, the following amounts are appropriated for the following purposes in Cibola county:

          A. two hundred forty-eight thousand one hundred dollars ($248,100) for expenditure in fiscal years 2020 and 2021 to purchase and equip a new road grader for the Ramah Navajo department of transportation;

          B. four hundred ninety-five thousand dollars ($495,000) to purchase road equipment and maintain various roads in Cibola county; and

          C. two hundred thousand dollars ($200,000) to plan, design and construct subsurface drainage, including replacing roadway inlets, storm drain pipes and roadway repairs, on Washington avenue in Grants.

     SECTION 6. COLFAX COUNTY ROAD PROJECT--APPROPRIATION.--Pursuant to Section 1 of this act, one hundred fifteen thousand dollars ($115,000) is appropriated for expenditure in fiscal years 2020 and 2021 to purchase a rock crusher, bulldozer, excavator with hammer and a triple axle lowboy trailer to transport equipment to road project locations in Colfax county.

     SECTION 7. CURRY COUNTY ROAD PROJECT--APPROPRIATION.--Pursuant to Section 1 of this act, five hundred ninety-five thousand dollars ($595,000) is appropriated to plan, design and construct improvements to county road P/Q, including chipsealing nine miles from New Mexico highway 288 to county road 34, in Curry county.

     SECTION 8. DONA ANA COUNTY ROAD PROJECTS--APPROPRIATIONS.--Pursuant to Section 1 of this act, the following amounts are appropriated for the following purposes in Dona Ana county:

          A. four hundred eighty-five thousand dollars ($485,000) to plan, design and reconstruct Castillo road from New Mexico highway 192 to New Mexico highway 28;

          B. one hundred twenty thousand dollars ($120,000) to plan, survey, design, repair and construct roadway and drainage improvements on Grand avenue and Ford street in the Salem colonia;

          C. one hundred ten thousand dollars ($110,000) to plan, design and reconstruct San Felipe avenue from Tile avenue to Tortugas cemetery in Las Cruces;

          D. three hundred fifty thousand dollars ($350,000) to plan, design and construct Magistrate Court road roadway and drainage improvements, including geotechnical investigation, environmental planning and permitting, topographic and right-of-way survey, federal Americans with Disabilities Act of 1990 compliant wheelchair ramps, sidewalks and curb and gutter, from New Mexico highway 404 to Dos Lagos boulevard in Anthony;

          E. two hundred fifty thousand dollars ($250,000) to plan, survey, design, acquire rights of way, construct and install lighting, sidewalks and other improvements for various roads and the Dona Ana multi-use trail in and around the village of Dona Ana;

          F. five hundred ninety-five thousand dollars ($595,000) to acquire rights of way and plan, design and construct roadway improvements, including curb and gutter, upgrade utilities and construct flood control measures on the east side of Las Cruces;

          G. one hundred fifty-five thousand dollars ($155,000) to acquire rights of way and easements and plan, design and construct drainage improvements to Calle de Picacho in Mesilla;

          H. one hundred twenty-five thousand dollars ($125,000) to plan, design, survey and construct roadway and drainage improvements for Fort McClane road and McRae avenue in Radium Springs;

          I. one hundred thousand dollars ($100,000) to plan, design, survey and construct roadway improvements on Baker, Corea and Kingman streets and Derry avenue in Rincon; and

          J. two hundred forty-five thousand dollars ($245,000) to plan, design and construct roadway and drainage improvements, including geotechnical investigation, environmental planning and permitting, topographic and right-of-way surveys, wheelchair ramps, sidewalks and curb and gutter, to Calle Diaz and Calle Morroco roads in Anapra in Sunland Park.

     SECTION 9. EDDY COUNTY ROAD PROJECTS--APPROPRIATIONS.--Pursuant to Section 1 of this act, the following amounts are appropriated for the following purposes in Eddy county:

          A. three hundred ninety-five thousand dollars ($395,000) to plan, design, acquire rights of way and construct a relief route around the southeast side of Carlsbad from United States highway 285 across the Pecos river to United States highway 62/180; and

          B. six hundred thousand dollars ($600,000) to plan, design, acquire rights of way and construct a relief route around the southwest side of Carlsbad.

     SECTION 10. GRANT COUNTY ROAD PROJECTS--APPROPRIATIONS.--Pursuant to Section 1 of this act, the following amounts are appropriated for the following purposes in Grant county:

          A. one hundred fifty thousand dollars ($150,000) to survey and design engineering services to improve Airport road from the intersection with United States highway 180 west approximately two and one-half miles to the end of the pavement at the intersection with Ridge road; and

          B. one hundred thousand dollars ($100,000) to plan, design, acquire easements and rights of way and make federal Americans with Disabilities Act of 1990 and drainage improvements to McKee and Erie streets; Bard street from Steyskal street to McKee street; Walnut, Rosemary, Grant and North streets; North Foy street; and Copper and Alta Vista streets in Bayard.

     SECTION 11. HIDALGO COUNTY ROAD PROJECT--APPROPRIATION.--Pursuant to Section 1 of this act, one hundred thousand dollars ($100,000) is appropriated for expenditure in fiscal years 2020 and 2021 to purchase and equip road maintenance vehicles for Hidalgo county.

     SECTION 12. LEA COUNTY ROAD PROJECTS--APPROPRIATIONS.--Pursuant to Section 1 of this act, the following amounts are appropriated for the following purposes in Lea county:

          A. two hundred ninety-five thousand dollars ($295,000) to widen, overlay asphalt, stripe and install signage on Kansas road from New Mexico highway 18 to Bensing road; and

          B. two hundred ninety-five thousand dollars ($295,000) to widen and overlay pavement on the Eunice bypass and 6th street from Main street to Avenue Q.

     SECTION 13. LINCOLN COUNTY ROAD PROJECTS--APPROPRIATIONS.--Pursuant to Section 1 of this act, the following amounts are appropriated for the following purposes in Lincoln county:

          A. one hundred fifty thousand dollars ($150,000) to plan, design and construct three miles of repavement of county roads; and

          B. five hundred ninety-five thousand dollars ($595,000) to pave Country Club drive from New Mexico highway 48 to Cree Meadows drive in Ruidoso.

     SECTION 14. LUNA COUNTY ROAD PROJECT--APPROPRIATION.--Pursuant to Section 1 of this act, one hundred forty thousand dollars ($140,000) is appropriated to plan, design, construct and improve roads in Luna county.

     SECTION 15. MCKINLEY COUNTY ROAD PROJECTS--APPROPRIATIONS.--Pursuant to Section 1 of this act, the following amounts are appropriated for the following purposes in McKinley county:

          A. four hundred forty-five thousand dollars ($445,000) to reconstruct Deer Springs road;

          B. one hundred forty-six thousand nine hundred dollars ($146,900) to plan, engineer, design and construct, including archaeological and environmental studies, two miles of Burnt Corn road and three miles of Turtle Butte Circle road and emergency access roads for the Iyanbito Chapter of the Navajo Nation; and

          C. one hundred thousand dollars ($100,000) to plan, design and construct road improvements for four miles of Sunset valley and eight miles of west Tsayatoh community roads.

     SECTION 16. OTERO COUNTY ROAD PROJECT--APPROPRIATION.--Pursuant to Section 1 of this act, two hundred thousand dollars ($200,000) is appropriated to reconstruct Cider Mills Farm road from Haynes Canyon to High Rolls in Otero county.

     SECTION 17. QUAY COUNTY ROAD PROJECT--APPROPRIATION.--Pursuant to Section 1 of this act, two hundred fifteen thousand dollars ($215,000) is appropriated for expenditure in fiscal years 2020 and 2021 to purchase and equip a roadway maintenance vehicle for Tucumcari.

     SECTION 18. RIO ARRIBA COUNTY ROAD PROJECTS--APPROPRIATIONS.--Pursuant to Section 1 of this act, the following amounts are appropriated for the following purposes in Rio Arriba county:

          A. three hundred fifty thousand dollars ($350,000) to plan, design, perform environmental testing and construct or rehabilitate east Pueblo street, including sidewalks, in Espanola;

          B. one hundred forty-eight thousand seven hundred fifty dollars ($148,750) to plan, design, construct and complete improvements to various county roads; and

          C. two hundred forty thousand dollars ($240,000) to install nine hundred fifty linear feet of curb and gutter and sidewalks on both sides of Silkey Way street in Espanola.

     SECTION 19. ROOSEVELT COUNTY ROAD PROJECTS--APPROPRIATIONS.--Pursuant to Section 1 of this act, the following amounts are appropriated for the following purposes in Roosevelt county:

          A. three hundred thousand dollars ($300,000) to maintain and repair county roads; and

          B. one hundred ninety thousand dollars ($190,000) for expenditure in fiscal years 2020 and 2021 to purchase police vehicles for the Portales police department.

     SECTION 20. SAN JUAN COUNTY ROAD PROJECTS--APPROPRIATIONS.--Pursuant to Section 1 of this act, the following amounts are appropriated for the following purposes in San Juan county:

          A. one hundred fifty thousand dollars ($150,000) to develop alternative routes if Five Mile bridge is closed;

          B. two hundred ninety-five thousand dollars ($295,000) for expenditure in fiscal years 2020 and 2021 to purchase and equip heavy road machinery, such as a road grader, for the Lake Valley chapter of the Navajo Nation;

          C. two hundred fifty thousand dollars ($250,000) to plan, design, build and maintain county roads;

          D. one hundred thousand dollars ($100,000) to plan, design, build and maintain streets in Bloomfield;

          E. two hundred forty-five thousand dollars ($245,000) to plan, design, build and maintain streets in Farmington; and

          F. five hundred ninety-five thousand dollars ($595,000) to plan, design, construct, repair and maintain streets in Farmington.

     SECTION 21. SAN MIGUEL COUNTY ROAD PROJECTS--APPROPRIATIONS.--Pursuant to Section 1 of this act, the following amounts are appropriated for the following purposes in San Miguel county:

          A. fifty thousand dollars ($50,000) to plan, design, engineer and construct road and drainage improvements to various county roads in Conchas Dam;

          B. one hundred fifty thousand dollars ($150,000) to plan, design and fabricate a bridge across the river to irrigated lands on the acequia de Seguras; and

          C. two hundred fifteen thousand dollars ($215,000) for expenditure in fiscal years 2020 and 2021 to purchase and equip a roadway maintenance vehicle for Las Vegas.

     SECTION 22. SANDOVAL COUNTY ROAD PROJECTS--APPROPRIATIONS.--Pursuant to Section 1 of this act, the following amounts are appropriated for the following purposes in Sandoval county:

          A. three hundred thousand dollars ($300,000) for expenditure in fiscal years 2020 and 2021 to construct drainage and grade the roadway to and parking lot of Walatowa charter high school at the Pueblo of Jemez;

          B. five hundred ninety-five thousand dollars ($595,000) to plan, design, construct and improve Calle Barrio Nuevo and Camino Don Tomas, including paving, sidewalks and curbs and gutters, in Bernalillo; and

          C. five hundred ninety-five thousand dollars ($595,000) to design and construct roadway improvements, including water and wastewater utility improvements, to King boulevard between Unser boulevard and Wilpett drive in Rio Rancho.

     SECTION 23. SANTA FE COUNTY ROAD PROJECTS--APPROPRIATIONS.--Pursuant to Section 1 of this act, the following amounts are appropriated for the following purposes in Santa Fe county:

          A. one hundred thousand dollars ($100,000) to acquire rights of way and to plan, design, construct and install lighting, sidewalk and bicycle path improvements and road improvements on Lopez lane;

          B. one hundred forty-five thousand dollars ($145,000) to chip seal approximately three and one-half miles of feeder roads along Rancho Alegre road;

          C. two hundred ninety-seven thousand five hundred dollars ($297,500) to plan, design and construct road improvements within the Eldorado subdivision;

          D. one hundred thousand dollars ($100,000) to acquire rights of way and to plan, design, construct and install lighting and road and sidewalk improvements and bicycle lanes on Harrison road from Cerrillos road to Agua Fria street in Santa Fe;

          E. sixty-five thousand dollars ($65,000) to plan and design a road noise mitigation project on United States highway 84/285 between the north and south exits north of Santa Fe;

          F. one hundred thousand dollars ($100,000) to acquire rights of way and to plan, design and construct bicycle and pedestrian improvements and road improvements on Camino Entrada in Santa Fe;

          G. one hundred thirty-two thousand five hundred dollars ($132,500) to design and construct bicycle paths in senate district 25 in Santa Fe;

          H. one hundred thousand dollars ($100,000) to acquire rights of way and to plan, design and construct bicycle and pedestrian improvements and road improvements on Pacheco street and Siringo road in Santa Fe;

          I. one hundred thousand dollars ($100,000) to plan, design and construct pedestrian improvements on Pacheco street and Siringo road in city council district 2 in Santa Fe; and

          J. one hundred ninety-five thousand dollars ($195,000) to acquire rights of way and to plan, design and construct lighting and road, sidewalk and bicycle improvements in various locations in Santa Fe.

     SECTION 24. SIERRA COUNTY ROAD PROJECTS--APPROPRIATIONS.--Pursuant to Section 1 of this act, the following amounts are appropriated for the following purposes in Sierra county:

          A. one hundred thousand dollars ($100,000) to purchase road equipment for the Sierra county road department; and

          B. one hundred thousand dollars ($100,000) to acquire easements and rights of way, conduct environmental and archaeological studies and plan, design and construct street and drainage improvements in Williamsburg.

     SECTION 25. SOCORRO COUNTY ROAD PROJECT--APPROPRIATION.--Pursuant to Section 1 of this act, two hundred thousand dollars ($200,000) is appropriated to design the complete reconstruction of Bullock avenue from California street to Lopezville road in Socorro.

     SECTION 26. TAOS COUNTY ROAD PROJECTS--APPROPRIATIONS.--Pursuant to Section 1 of this act, the following amounts are appropriated for the following purposes in Taos county:

          A. one hundred forty-eight thousand seven hundred fifty dollars ($148,750) to plan, design, construct and complete repavement of seven miles to the existing Blueberry Hill road in El Prado;

          B. one hundred forty-eight thousand seven hundred fifty dollars ($148,750) to plan, design, construct and complete improvements to Cabresto road in Questa; and

          C. one hundred forty-eight thousand seven hundred fifty dollars ($148,750) to replace existing drainage structures on Camino del Medio in Taos.

     SECTION 27. TORRANCE COUNTY ROAD PROJECT--APPROPRIATION.--Pursuant to Section 1 of this act, one hundred fifty thousand dollars ($150,000) is appropriated to purchase and equip a double steel roller and other equipment for the Torrance county road department.

     SECTION 28. VALENCIA COUNTY ROAD PROJECTS--APPROPRIATIONS.--Pursuant to Section 1 of this act, the following amounts are appropriated for the following purposes in Valencia county:

          A. one hundred thousand dollars ($100,000) to construct a new roadway, including paving and striping, of Don Sosteno road between Don Pasqual road and New Mexico highway 314;

          B. three hundred sixty thousand dollars ($360,000) to rehabilitate pavement, sidewalks and striping on Eastside School road between River road and Serafin road; and

          C. one hundred twenty thousand dollars ($120,000) to rehabilitate Amor court, including sidewalks and striping, from Diebold road to the end of the cul de sac in Peralta.
