has had it under consideration and reports same with recommendation that it DO PASS, amended as follows:

    1. On page 23, line 19, strike "master's or doctoral" and insert in lieu thereof "substantially equivalent".

    2. On page 23, line 19, strike "in" and strike line 20 through "field".,

and thence referred to the JUDICIARY COMMITTEE.
