  Mr. Speaker:
  
     Your EDUCATION COMMITTEE, to whom has been referred
  
                         HOUSE BILL 39
                                 
  has had it under consideration and reports same with
  recommendation that it DO PASS, amended as follows:
  
     1.  On page 1, line 22, after "county." insert "The
  appropriation shall be matched by at least six hundred twenty-five
  thousand dollars ($625,000) from other sources, including private
  sector contributions, grants, contracts, fees from training services
  and funds from Albuquerque technical-vocational institute's current
  operating budget.  The center is envisioned as a partnership between
  Albuquerque technical-vocational institute and participating
  employers and a resource to assist other New Mexico community
  colleges in work force development.".,
  
  and thence referred to the APPROPRIATIONS AND FINANCE
  COMMITTEE.
