AUTHORIZATION OF PROJECTS.--Pursuant to the | 0019| provisions of Section 6-21-6 NMSA 1978, the legislature | 0020| authorizes the New Mexico finance authority to make loans from | 0021| the public project revolving fund to the following qualified | 0022| entities for the following public projects on terms and | 0023| conditions established by the authority: | 0024| A. to the city of Aztec for a water project and a | 0025| wastewater project; | 0001| B. to Santa Fe county for a recreational facility | 0002| project, a parking facility project, a detention facility | 0003| project and a solid waste project; | 0004| C. to Socorro county for land acquisition for a | 0005| detention facility project; | 0006| D. to the Hyde Park community water association for | 0007| a water project; | 0008| E. to the Lea county solid waste authority for a | 0009| solid waste project; | 0010| F. to McKinley county for a public health clinic | 0011| project; | 0012| G. to the Ruidoso regional joint use board for a | 0013| wastewater project; | 0014| H. to the village of Cloudcroft for a water project | 0015| and a wastewater project; | 0016| I. to Valencia county for a solid waste project; | 0017| J. to the Alpine Village sanitation district for a | 0018| water project; | 0019| K. to the city of Aztec for an electric utility | 0020| distribution system project; | 0021| L. to the village of Columbus for a fire station | 0022| project and a solid waste project; | 0023| M. to the Garfield water association for a water | 0024| project; | 0025| N. to the village of Angel Fire for a solid waste | 0001| project; | 0002| O. to the city of Raton for a solid waste project; | 0003| P. to the village of Roy for a solid waste project; | 0004| Q. to the town of Taos for a solid waste project; | 0005| and | 0006| R. to Mora county for a solid waste project. | 0007| Section 2. AUTHORIZATION TO ISSUE BONDS--APPROPRIATIONS.--Pursuant to the provisions of the New Mexico Finance Authority Act, | 0022| the New Mexico finance authority may issue and sell revenue bonds | 0023| payable from the public project revolving fund in an amount not to | 0024| exceed ten million three hundred fifty-seven thousand dollars | 0025| ($10,357,000), the proceeds of which are appropriated in the | 0001| following amounts to the following agencies for the following | 0002| purposes: | 0003| A. six million eight hundred thousand dollars | 0004| ($6,800,000) to the taxation and revenue department to purchase and | 0005| install the taxation and revenue information management system; | 0006| B. two hundred twenty thousand seven hundred dollars | 0007| ($220,700) to the general services department to purchase and | 0008| install a requisition processing system; | 0009| C. four hundred ten thousand five hundred dollars | 0010| ($410,500) to the public defender department to purchase and | 0011| install office automation and case tracking systems; | 0012| D. seven hundred eighteen thousand dollars ($718,000) | 0013| to the state treasurer to develop, purchase and install the | 0014| treasurer's warrant account reconciliation accounting system; | 0015| E. three hundred seven thousand eight hundred dollars | 0016| ($307,800) to the regulation and licensing department to purchase | 0017| and install computer system improvements; | 0018| F. four hundred thousand dollars ($400,000) to the | 0019| office of the state engineer to purchase equipment to conduct a | 0020| comprehensive information system pilot project for water rights and | 0021| hydrological studies; | 0022| G. two hundred fifty thousand dollars ($250,000) to the | 0023| human services department to purchase and install an information | 0024| system for the income support division system; | 0025| H. six hundred fifty thousand dollars ($650,000) to the | 0001| department of health to develop, purchase and install a system for | 0002| the community provider payment project; and | 0003| I. six hundred thousand dollars ($600,000) to the | 0004| corrections department to purchase and install the inmate | 0005| management information system. | 0006| Section 3. CERTIFICATION.--The New Mexico finance authority | 0007| shall require periodic certification from the agencies identified | 0008| in Section 2 of this act and from the department of finance and | 0009| administration that the approved project is on schedule and that | 0010| all funds have been properly expended for the project. A copy of | 0011| the certification and all supporting documentation shall be | 0012| submitted to the legislative finance committee. | 0013| Section 4.
