0012|     MAKING AN APPROPRIATION FOR A PROGRAM FOR AT-RISK YOUTH.

0014|     BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:
    |
0015|       Section 1.  APPROPRIATION--AT-RISK YOUTH PROGRAM.--One
    |
0016|     hundred ninety-nine thousand four hundred dollars ($199,400) is
    |
0017|     appropriated from the general fund to the substance abuse 
    |
0018|     division of the department of health for expenditure in fiscal
    |
0019|     year 1997 for the purpose of operating and equipping a cultural
    |
0020|     development program to nurture at-risk youth with motivation and
    |
0021|     building self-esteem skills.  The program shall be housed at
    |
0022|     Wells Park community center, Westside community center, West
    |
0023|     Gate community center and Los Padillas community center, all
    |
0024|     located in Bernalillo county.  Any unexpended or unencumbered
    |
0025|     balance remaining at the end of fiscal year 1997 shall revert to
    |
